    To sustain the steady appreciation of the naira against the dollar, which hit a record low on Tuesday, reaching a record $1,310/$, the Federal Government has begun moves to bridge the dollar supply gap fuelling the free fall, Sunday PUNCH has learnt.

    Our correspondents learnt from top government sources that the government was reaching out to individuals hoarding the dollar, establishments and those found to have looted the treasury to make them “bring their monies to the mainstream market.” It was learnt that the government was willing to do whatever was necessary to solve the problem.

    A top source in the Presidency said the initiative formed the crux of two Executive Orders recently signed by President Bola Tinubu.

    The orders are part of the Federal Government’s measures to ensure liquidity in the nation’s forex market, stabilise the market and sustain the appreciation of the naira, which had fallen against the dollar in recent weeks.

    Although the orders are now in operation, their content and the ramifications of the interventions are unknown as they are yet to be gazetted.

    Speaking on the panel session of the 29th Nigeria Economic Summit, held in Abuja last week, Finance Minister and Coordinating Minister of the economy, Mr Wale Edun, said, “Mr President announced that he had taken measures to ease illiquidity in the forex market, which we know is very problematic at this time.

    “The market is illiquid; it’s not functioning properly because there is no supply, and there are various reasons for that. The solution that the President has put on the table is that he has signed an executive order that effectively allows, under forbearance, all the cash that is in the domestic economy to legally come into the formal money supply.

    “Along with that, there is another executive order that allows domestic issuance of foreign currency instruments so that they will have the incentive to provide that foreign exchange from whatever source.”

    This forbearance, Sunday PUNCH, reliably learnt, is to be a sort of amnesty for persons and institutions hoarding the dollar.

    The senior government official told our correspondent that details of the Executive Orders were intentionally kept from the public so as not to raise too much dust that would distract the administration from its goal of stabilising the naira.

    The official said, “It’s intentional that we didn’t put out the details. We are talking to a large enough number of stakeholders to bring in their dollars to the mainstream market. These people hold billions worth of cash and we are trying to send them a clear message that they can inject money into the economy and still take it out swiftly when they want.

    “We need those dollars back in the system. So, we are trying to see how we can regularise them.”

    The source also said the government’s approach to those hoarding dollars was in the interest of Nigerians, adding that it would not mind reaching out to those perceived to be destroying the economy.

    The source noted, “If truly we have decided to revamp the economy and get Nigerians out of poverty through a practical end, I think we will have to roll up our sleeves and interact with those we perceive to be destroying the economy at the highest levels.

    “It is worth the sacrifice. It will require reaching out to corrupt people. What matters is that things get done. $100bn will be life-changing for the country.”

    At the 29th National Economic Summit, President Tinubu allayed the concerns of the business community, assuring them that crucial plans were underway to improve foreign exchange liquidity.

    Tinubu said his administration would honour every legitimate contract with respect to the nation’s foreign exchange obligations.

    He had declared, “My government is not blind to the challenges which several of you are facing in the financial markets. I can allay these concerns by revealing that we have a good line of sight into the additional foreign exchange liquidity that is required to restore market confidence.”

    He assured investors that his government would uphold the sanctity of every legitimate contract in keeping with his commitment to enshrine fairness and the rule of law in Nigeria.

    “Specifically, as it relates to the foreign exchange obligations of the government, all forward contracts that the government has entered into will be honoured and a framework has been put in place to ensure that these obligations are met in due course,” he said.

    Prior to its latest intervention, the Nigerian National Petroleum Company Limited in August disclosed that it had secured a $3bn crude repayment loan to support the naira and stabilise the foreign exchange market.

    It said in a terse statement on its X account, “The NNPC Ltd. and AFREXIM Bank have jointly signed a commitment letter and Termsheet for an emergency $3bn crude oil repayment loan. The signing, which took place today at the bank’s headquarters in Cairo, Egypt, will provide some immediate disbursement that will enable the NNPC Ltd to support the Federal Government in its ongoing fiscal and monetary policy reforms aimed at stabilising the exchange rate market.”

    But despite the initiative, the naira had maintained its steady fall in recent times, fuelling a spike in the prices of goods and services.

    While the I&E window had been relatively stable at around N770 to 780/$, the parallel market, where most individuals and businesses get their forex from, traded at over N1,000.

    On Monday, the naira exchanged at the parallel market for N1,190/$, while it hit a record low on Tuesday when it exchanged for N1,310/$.

    On Wednesday, the naira appreciated a little when it exchanged for N1,300 in the parallel market. It maintained the rate on Thursday.

    But on Friday, the naira recorded some gains as it appreciated to N1,250/$. On Friday, it sustained the appreciation, exchanging for N1,150/$.


    The sudden appreciation of the naira was said to have plunged many speculators into losses. Some analysts had tied the gains made by the naira to the affirmation of Tinubu’s victory by the Supreme Court.

    At the NES summit on Monday, the finance minister said Nigeria was expecting a forex inflow of $10bn in a few weeks, adding, “From the supply of foreign exchange through NNPCL, increased production, reduced expenditure from transactions such as forward sales, from our discussions with sovereign wealth funds, that are ready to invest and provide advanced alongside that investment, there is a line of sight of $10bn worth of foreign exchange in the relatively near future, in weeks rather than months.

    Gains sustainable – ABCON

    Meanwhile, the Association of Bureaux De Change Operators of Nigeria says naira’s return to the path of growth is sustainable because, according to it, the recent devaluation experienced is not realistic.

    The President, ABCON, Dr Aminu Gwadabe, in an interview with Sunday PUNCH, said the fall recently experienced was due to loss of confidence in the local currency among other challenges.

    He stated, “The rebound of the naira has shown that there is no empirical evidence to back up its recent mindless depreciation. The depreciation is out of speculation, currency substitution and loss of confidence.

    “I therefore congratulate the authorities on their abilities to induce confidence in the market. It is also important to note that the naira is just trying to discover its place as it is difficult to control price mechanism by feat in a competitive and liberalised market, but the interplay of demand and supply in the market.

    “I personally see the rebound trajectory to be sustained in the market despite the resistance of the speculators that are recording huge losses from the development as both the fiscal and monetary policies have continued to renew hope of huge liquidity injection from the proceeds of NLNG dividends and access to bilateral financial assistance.”

    According to figures obtained from Aboki forex on Saturday, the naira was bought and sold for 1,140/$ and 1,150/$; It had earlier traded at 1,310/$ on Tuesday at the parallel market.

    External reserve gains

    Figures obtained from the Central Bank of Nigeria on movement of foreign reserves showed that the country’s external reserves recorded $76.82m accretion in one week, after it moved up from $33.249bn on October 19, 2023 to $33.326bn as of the end of October 26, 2023.

    It had earlier lost $841.75m in three months after it fell from $34.07bn as of July 7, 2023, to $33.23bn as of October 5, 2023.

    Gwadabe said the removal of capital control on the 43 banned items which aligned with article 8 of the International Monetary Fund would enable the policy makers to have the listening ears of Brenton woods institution for further engagements.

    While this positive impact might be in the short run and to ensure continuity, he said, “There is the need to implement the democratisation and centralisation of the foreign exchange market and leverage on the BDCs moderating and correcting roles of the foreign exchange market.

    “The inclusion of the BDCs in the new foreign exchange reforms remains the biggest miracle that will happen to fight speculation, hoarding and currency substitution of our local currency.”

    According to him, the BDCs, through their digitisation, could play significant roles in achieving the apex bank demand measures, more especially on transaction monitoring mechanism, genuine utilisation of available and allowable dollar sources for their operations.

    Economists react

    An economist and Chief Executive Officer, Centre for the Promotion of Private Enterprise, Dr Muda Yusuf, attributed the naira appreciation to the Supreme Court judgment that brought finality to the litigation around the presidential election. He said the judgment removed uncertainty in the economy.

    He stated, “Maybe the confidence level among economic players is improving. You know we had the Supreme Court judgment which has put an end to the unrest and all disputes around the elections. That has removed some level of uncertainty from the economy.

    “The pronouncement that the President made about efforts to boost the liquidity in the forex market may have also affected the level of confidence and influenced expectations because if people have expectations that liquidity will improve and the naira will appreciate, they would quickly begin to offload the dollars they have at a lower rate.

    “The consequence is that this is positive for the economy. If the trend continues, that means it will have a positive influence on inflation and the prices of goods. That is if we can sustain the trend.”

    A professor of Economics at the University of Uyo, Akpakpan Edet, said the increased rate had forced some people to adjust their demand for the naira. He noted however that momentary gains were not enough, and that there must be a holistic approach to saving the naira.

    He stated, “Everything about exchange rate movement is tied to demand and supply in the foreign exchange market. Again, people are forced by circumstance to adjust because the naira value to the dollar has become so high that some people cannot afford it. The supply of the naira to the foreign exchange market is also beginning to go down, which is why you can have such a slight adjustment. But that is not what we need. We need a much more drastic reduction.

    “We need to seize the opportunity to push down the demand for foreign goods. We must reduce the demand for the dollars. We can have the naira appreciate better.”

    On his part, an economist and professor of economics at the Olabisi Onabanjo University, Sheriffdeen Tella, said, “If you are talking of appreciation for just one day, it doesn’t matter.

    “All currencies will appreciate and depreciate. For instance, over the weekend, there were fewer transactions so the naira would appreciate but by Monday it will depreciate because there would be more transactions. If we could sustain for two to three days, then we would be talking of something significant.”

    Embattled singer , Oladapo Oyebanjo, popularly known as D’banj, has broken his silence over his alleged arrest by the Independent Corrupt Practices and Other Related Offences Commission, ICPC, describing the arrest as “misconceived, mischievous and prejudicial to the justice system anywhere in the world.”

    The pop singer was reportedly arrested and detained, Tuesday, by the anti-graft agency, over fraud related offences.

    He was accused of conniving with some corrupt government officials to divert hundreds of thousands of naira earmarked by the Nigerian government for N-Power project, an empowerment programme set up by President Muhammadu Buhari in 2016, to address youth unemployment and increase social development.

    The ‘Oliver Twist’ crooner, alongside the corrupt government officials, were said to have introduced ghost beneficiaries into the payroll of the funds, and the monies were later traced to accounts associated with the singer.

    Meanwhile, in an eleven-point statement released yesterday, through his lawyer, Maryam Musa, the artiste urged the commission to carry out its investigation thoroughly to ensure that characters attempting to bring him into such ridiculous activities will be brought to book.

    The statement reads in part: “The media is awash with reports of Oladapo Oyebanjo, Dbanj, in ICPC custody, with regard to unestablished allegations of fraud for which it has become crucial to make the following statement, for the purpose of clarity and to set public records straight.

    “It is instructive to state foremost that the report concerning the arrest and detention of Oyebanjo is misconceived, malicious and prejudicial to the justice system anywhere in the world, and we would advise that the general public be well guided.

    “We acknowledge the fact that the ICPC is currently investigating allegations of diversion of N-Power funds, as already stated by the commission and we continue to hold the expectation that the commission will stay the course of professionalism in this matter.

    “For the record, D’banj has no such contractual or incidental relationship whatsoever with any group or persons within or outside government, in relation to the disbursement, operations, access or control of the operation of any government fund through an agency or its subsidiaries.

    “Emphatically and as a matter of policy, Dbanj and his management do not engage in business dealings unless they are legitimate, properly documented and obtainable in law.

    “D’banj was officially invited by the ICPC in respect of the investigation a month ago, however, he sent in letters through his Attorneys to the Commission in respect of his schedule in South Africa and promised to visit the Commission when he returned.

    “On Monday, the 5th of December, 2022, D’banj freely and of his law-abiding accord went to the Commission at about 2pm immediately he arrived Abuja. The Officers of the Commission advised that he returned the following day as it was late for any interview on the said Monday.

    “D’banj returned to the Commission the following day being Tuesday the 6th of December, 2022 as earlier agreed and voluntarily submitted himself to the Commission to make their inquiry and investigation.

    “D’banj has enjoined the Commission to carry out its investigation thoroughly to ensure that characters attempting to bring him into such ridiculous activities must be brought to book.

    “It is inconceivable that D’banj whose very career is a reference point for hard work, diligence and honesty would lend his reputation built steadfastly over the years to acts of such accusations which he must now stoically suffer through while clearing his name.”

    D’banj’s lawyer, however, advised the general public to resist the urge to buy into the media trial, which she described as “ unsurprising but regardless harmful to the course for the truth which D’banj has willingly set himself on by honouring the ICPC’s summons.”

    “We retain the hope that the thoroughness of the ICPC will in no time exonerate D’banj of all and every allegation levelled against his person and it is for this reason that we implore the general public to stay guarded against malicious traducers who may be attempting to soil his image for their own purposes,” said the statement.

    The Independent Corrupt Practices and Other Related Offences Commission,ICPC, yesterday confirmed the arrest and detention of D’banj over the investigation of fraud associated with the N-Power Programme.

    In a statement posted on its Instagram page, @icpcnigeria, the agency said in line with its mandate, the Commission had received numerous petitions on the diversion of N-Power funds running into billions of naira, following the approval and release of such funds to the beneficiaries by the Federal Government.

    “Many N-Power beneficiaries had complained over the non-receipt of the monthly funds, in spite of payment by the Government.

    “About 10 persons have been invited by the ICPC over the last few months in connection with the N-Power fraud, and have been granted administrative bail after their detention. Several invitations to Mr. Oladipo Daniel Oyebanjo, to appear before a team of investigators were ignored and not honoured.”

    Celebrities react

    However, some Nigerians including celebrities who took to their various social media platforms to express their feelings about the arrest, have described the allegation as part of the system.

    Leading the pack was Afro-beat singer Seun Kuti, who said “the Nigerian entertainment industry has become a scam for money laundering?”

    “We have always said there is no way they are doing anything as politicians without the active connivance of the leading blacks! Today, we now know that the Nigerian entertainment industry is a scam for money laundering”, he said.

    Similarly, Nollywood actress Omotola Jalade-Ekeinde better known as Omosexy believed that Nigeria citizens’ are the problem of the country.”We no good,” she added.

    The Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, yesterday, revealed that the arrest of the popular Nigerian musician by ICPC was at its instance, having discovered financial irregularities in the scheme.

    The Permanent Secretary of the ministry,Dr. Nasir Sani-Gwarzo, addressing newsmen, in Abuja, said contrary to insinuations in some quarters, that D’banj was not the brand ambassador of the N-Power programme.

    He said: “The Ministry has deployed a well-rounded mechanism for selection of eligible beneficiaries from across the country and this has been in place since the inception of the programme. Working with our Service Provider, programme beneficiaries are onboarded, trained and deployed to pre-selected Places of Primary Assignment.

    “When it came to our notice that there may have been sharp practices by some personnel of the Payment Service Provider, PSP, involved in the payment processes of beneficiaries, the matter was immediately referred to ICPC for thorough investigation. We are aware that certain persons have consequently been invited for interrogation as part of the ongoing investigations.

    “In the meantime, we have carried out thorough reinforcement of our systems to eliminate all anomalies and prevent similar occurrences in the future. To this end we are in close collaboration with ICPC to support the successful determination of the investigation.”

    Chelsea Foundation trustees have not yet agreed to take over “custody and care” of the club as requested by owner Roman Abramovich following Russia’s invasion of Ukraine.

    The six trustees want more information about whether running the club would be compatible with UK charity law and raised their concerns at a meeting on Sunday.

    The foundation’s lawyers are now working to see whether what Abramovich is proposing can actually be put into effect.

    The trustees would need to be totally comfortable from a legal point of view before they assume “control” of the club while Abramovich remains owner.

    Russian billionaire Abramovich issued a 110-word statement on Saturday, which did not mention Russia or Ukraine, announcing he would be stepping away from control of Chelsea but would remain owner.

    The statement was heavily criticised before Chelsea then released a second, shorter statement 14 hours later on Sunday morning, saying: “The situation in Ukraine is horrific and devastating. Chelsea FC’s thoughts are with everyone in Ukraine. Everyone at the club is praying for peace.”
    Sky Sports pundits Jamie Carragher and Gary Neville both criticised the statements from Abramovich and Chelsea, questioning whether Abramovich’s handing over of stewardship and care falls short of handing over ownership.
    “They should have been a lot stronger in what they said, and regarding Roman Abramovich passing on to Chelsea trustees, that’s not him relinquishing the club, stewardship is not ownership,” said Carragher.

    “It’s completely different because he’s still in charge, he’s still running it, which is fine. But to not actually mention in his initial statement what was going on in Ukraine, I thought was really poor.”

    Neville described Abramovich’s statement as “meaningless”, saying: “It doesn’t have any strength behind it and the only question we want Roman Abramovich to answer, if he is going to speak, is ‘does he condemn the war or does he support the war on Ukraine?’

    “I was surprised at Roman Abramovich, one of things he’s done well over that 20 years or so is not say anything. At the time when he has said something I think it’s left more questions than answers.”

    Neville added: “I would have preferred Roman Abramovich to come out and say ‘I’m a Russian national, I own Chelsea Football Club and I will continue to own Chelsea Football club’.

    “Chelsea charity trustees are not running the football club – executives and directors will [be] under the guidance of Roman Abramovich. So I don’t know why he thought, or those close to him thought it was going to wash. What he has done is try to use the charity as a shield, which I don’t think is impressive as a leader.”

    For transfers, executive director Marina Granovskaia, technical advisor Petr Cech and head coach Thomas Tuchel will continue to operate within the budgets set by the club.

  • Mali, 7 Other African Countries Barred From Hosting World Cup Ties

    Mali, ranked 10th in Africa, are among eight countries who have been barred from hosting 2022 World Cup qualifiers next month after failing Confederation of African Football (CAF) venue inspections.

    Other nations who must use a neutral ground for a home fixture between September 1-8 are Burkina Faso, Central African Republic, Djibouti, Guinea-Bissau, Malawi, Namibia and Niger.

    Mali boasted six international-standard stadiums, including two in Bamako, when they staged the 2002 Africa Cup of Nations.

    Poor stadium maintenance is a major problem in Africa and South African Patrice Motsepe warned offenders soon after being elected CAF president this year to rectify the situation or face the consequences.

    The bans were confirmed when FIFA released the fixtures for the first two rounds of a group programme that also involves double matchdays in October and November.

    All 40 teams bidding for five places at the 2022 finals in Qatar will play two fixtures — one home and one away — during September.

    With only the 10 section winners advancing to the final elimination phase next March, the potential loss of home advantage for three matches could be crucial.

    Countries whose stadium facilities and or playing surfaces were considered not up to international standards were allowed to nominate alternate venues.

    Burkina Faso, Niger (both Marrakech), Djibouti (Rabat) and Mali (Agadir) opted for Morocco and Malawi and Namibia (both Soweto) selected South Africa.

    The Central African Republic (Douala) picked Cameroon and Guinea-Bissau (Nouakchott) decided on Mauritania.

    All the countries chose venues relatively close geographically except Djibouti as Djibouti City is about 5,600 kilometres (3,480 miles) southeast of Rabat if flying directly between the capital cities. (AFP)

    Cristiano Ronaldo has knocked out three other top contenders, for the Player of the Century crown at the Globe Soccer Awards in Dubai on Sunday.

    Ronaldo attended the awards to receive the top prize for which Lionel Messi, Mohamed Salah and Ronaldinho were also shortlisted.

    The 35-year-old Portuguese also received the Agent of the Century award on behalf of his agent and compatriot, Jorge Mendes.

    Bayern Munich striker, Robert Lewandowski was named the player of the year in what was a good evening for his club.

    Hansi Flick received the coach of the year prize and Bayern Munich were named the club of the year, after a season that included winning the Champions League, Bundesliga and DFB-Pokal titles.

    Real Madrid were recognised as the club of the century.

    Pep Guardiola was voted Coach of the Century, having won eight league titles with Barcelona, Bayern Munich and Manchester City, as well as two Champions League titles with Barcelona.

    FIFA President, Gianni Infantino was also in attendance and played his part in the awards ceremony by handing trophies to several of the winners.

  • Popular Nigerian Artiste Arrested, Detained in Uganda

    Popular Nigerian Artiste, Omah Lay has been arrested, detained by Uganda Police for flouting COVID-19 protocols while performing on Saturday night at a concert held at Speke Resort.

    The deputy police spokesman, Kampala Metropolitan, who made this known in a tweet via his Twitter account on Sunday also, said the singer was picked by Katwe Police together with the venue manager Ivan Dungu and events manager Prim Kasana.
